2023 General Assembly Summary

The 76th annual General Assembly convened on July 21st in New Orleans, LA at the Roosevelt Hotel. This years meeting was offered to members in an in-person and virtual format. Vice Speaker Lisa Casey presided as LAFP members and guests discussed issues and elected officers for the upcoming year.

The meeting provided members with addresses from Larry Simon, MD, MBA, FACS, Managing Medical Director for Medical Policy and Medical Appeals for Blue Cross Blue Shield of LA and John Meigs, Jr., MD, FAAFP, AAFP Board Representative. Dr. Meigs brought us greetings and information from the national Academy and also shared the work of the AAFP over the past year.

During the meeting, after the annual reading of the necrology report honoring our members who have left us in the past year, recognized the past presidents in attendance, recognized members receiving anniversary awards and approved bylaws changes that were submitted. Six resolutions were submitted to the General Assembly and are as follows:

Resolution 1: Independent Practice
submitted Dr. Karl Hanson

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the Louisiana Academy of Family Physicians Independent Physician Practice Group for the expressed purpose to assist physicians with their efforts to start an independent practice.

The resolution was amended and the following was adopted during the meeting:

RESOLVED, that the Louisiana Academy of Family Physicians create a time limited taskforce charged by the LAFP Board of Directors to study the feasibility and initiate strategies for Independent Practice Advisory Group for the expressed purpose to assist physicians with their efforts to start an independent practice and/or enter and sustain a successful employed practice.

Resolution 2: Primary Care Output by State Medical Schools
submitted Dr. Karl Hanson

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the Louisiana Academy of Family Physicians supports efforts and legislation that would incentivize the state medical schools in New Orleans and Shreveport wherein funding of said schools is indexed by a yet to be determined formula based on the percentage of graduating medical seniors who chose a residency in Family Medicine, Pediatrics, Med-Peds or Obstetrics and Gynecology.

The resolution was referred to the Board of Directors.

Resolution 3: Opposition to Participation in the Prior Authorization Process
submitted Dr. Karl Hanson

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the Louisiana Academy of Family Physicians opposes any imposition of the prior authorization process which transfers that duty from the payor to the family medicine physician.

The resolution was adopted.

Resolution 4: Patient Transfer of Care

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the Louisiana Academy of Family Physicians endorses the practice and appropriate legislation which provides a mechanism for that continuity at the patient’s discretion; and further be it

RESOLVED, that the Louisiana Academy of Family Physicians recommends that in the case where a patient's physician is an employed physician, and said physician is no longer part of the physician employer, that physician employer SHALL provide, in writing, the following options to that physician’s patient:
• I, the patient, chose to follow my current physician who is no longer under your employ and request that all records be transferred to my current physician who is no longer under your employ for the sake of continuity and preference.
• I, the patient, wish to stay in the current physician employer’s system and have the right to select which physician I wish to assume my care.
• I, the patient, wish to stay in the current physician employer's system and will allow the employer to assign my care to any physician within the employer entity.
• I, the patient, no longer wish to be cared for by the physician employer and request a personal copy of my chart or access to the full chart within your system using the appropriate log ins.

The two resolves were separated and the first resolved was adopted. The second resolved was referred to the Legislative and Advocacy Committee.

Resolution 5: Vaccine Testing

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the Louisiana Academy of Family Physicians requests that the Louisiana Department of Health and the Advisory Committee on Immunization Practices or any such appropriate institution conduct trials on vaccine versus placebo and unvaccinated versus full vaccinated children to assess safety, efficacy and the effect on chronic illness.

The resolution was not adopted.

Resolution 6: Dues Increase for Active, First Year New Physicians, Inactive, Supporting and Transitional Membership

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the Louisiana Academy of Family Physicians (LAFP) Board of Directors urges the membership to approve for the annual dues for active members of the LAFP will increase $50 dollars beginning January 2024 resulting in the total annual dues for Active membership to be $370 dollars, First-year New Physician membership to be $185, Inactive membership to be $185, Supporting membership to be $370 and Transitional membership to be $185 be approved by the General Assembly at its July, 2023 meeting.

The resolution was adopted.

The 2023-2024 LAFP Board of Directors, LAFP Foundation Board and LaFamPac Board was elected. Reports were given by each of the committee chairs on the work that had been done over the past year. After completing our business by early afternoon, Dr. Casey called for an adjournment. We hope everyone enjoyed their time in New Orleans. We look forward to seeing you all next year in Destin.

2024 General Assembly Summary

The 77th annual General Assembly convened on July 26th in Destin, FL at the Sandestin Golf and Beach Resort. This years meeting was offered to members in an in-person and virtual format.  Speaker Derek Anderson, MD and Vice-Speaker Lindsay Liles presided as LAFP members and guests discussed issues and elected officers for the upcoming year.

The meeting provided members with addresses from Larry Simon, MD, MBA, FACS, Managing Medical Director for Medical Policy and Medical Appeals for Blue Cross Blue Shield of LA, Gary Leroy, MD, FAAFP with the American Board of Family Medicine and Sterling Ranson, MD, FAAFP, AAFP Board Representative. Dr. Ransone brought us greetings and information from the national Academy and also shared the work of the AAFP over the past year.

During the meeting, after the annual reading of the necrology report honoring our members who have left us in the past year, recognized the past presidents in attendance, recognized members receiving anniversary awards and approved bylaws changes that were submitted. Four resolutions were submitted to the General Assembly and are as follows:

Resolution 1: ABFM Misinformation Disinformation Policies

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that the LAFP adopt a policy stating that physicians have a protected First Amendment right to free speech; and further be it (ADOPTED) 

RESOLVED, that the LAFP oppose any action by the ABFM to censor, discipline or decertify physicians based on the ABFM disagreeing with the opinion of that physician; and further be it (FAILED) 

RESOLVED, that the LAFP opposes the ABFM Professionalism Committee from determining what is information communicated by any physician is false, inaccurate, misleading, misinformation or disinformation. (FAILED) The resolves were split and voted on individually during the meeting. 

The resolves were split and voted on individually during the meeting.  The first resolved was adopted, the second resolved failed to be adopted and the third resolved was tabled and referred to the LAFP Board of Directors to gather more information and provide a report with their recommendation the General Assembly in 2025.

Resolution 2: Independence from Government Authority

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that LAFP adopt a policy stating that no physician in Louisiana shall be required to follow or obey Centers for Disease Control nor Food and Drug Administration guidelines or mandates. (FAILED) 

The resolution failed to be adopted.

Resolution 3: Opposition to Monetary Incentives for Therapeutics

The following resolution was submitted and presented to the members for consideration:

RESOLVED, the LAFP opposes the monetary incentivization, beyond the contracted reimbursement, of physicians to recommend and administer therapeutics including medications and immunizations. (FAILED)

The resolution failed to be adopted.

Resolution 4: International Mandates in Medical Practice

The following resolution was submitted and presented to the members for consideration:

RESOLVED, that LAFP adopt a policy stating that no rule, regulation, fee, tax policy, or mandate of any kind of the World Health Organization, United Nations, and the World Economic Forum shall be enforced or implemented by the state of Louisiana or any agency, department, board, commission, political subdivision, governmental entity of the state, parish, municipality, or any other political entity. (FAILED) 

The resolution failed to be adopted.

The 2024-2025 LAFP Board of Directors, LAFP Foundation Board and LaFamPac Board was elected.  Reports were given by each of the committee chairs on the work that had been done over the past year.  After completing our business by early afternoon, Dr. Anderson called for an adjournment. 2014 General Assembly Summary

67th General Assembly – July 4, 2014 – Destin, FL

The 67th annual General Assembly convened on July 4th in Destin, FL. Speaker Derek Anderson, MD and Vice Speaker Daniel Jens, MD, presided as around forty members and guests discussed issues and elected officers for the upcoming year. The meeting provided members with addresses from David Carmouche, Executive Vice President and Chief Medical Officer for Blue Cross Blue Shield of LA; and Reid Blackwelder MD, AAFP President.
 
During the meeting, after the annual reading of the necrology report honoring our members who have left us in the past year, the Bylaws Committee Report was presented to the membership for approval of the 2014 revised Bylaws.  During the 2013 AAFP Congress of Delegates, several amendments to the AAFP Bylaws were adopted. Due to these changes, amendments are necessary to the LAFP Bylaws. These amendments include:
 
1. Chapter IV, Membership, Section 2 Classification, A. Active members (page 4) of the bylaws were amended so that family physicians practicing locum tenens in a federal facility and family physicians whose employment does not require them to have an active medical license, be allowed to join AAFP/LAFP or transfer their membership to a chapter in a state in which they are not licensed. These members must still be licensed to practice somewhere within the United States.
 
Prior to this amendment, the licensure requirements presented challenges for some family physicians. Primarily, two different groups were impacted: 1.) Family physicians practicing locum tenens in a federal facility that have a license but not in the state where they are practicing; and 2.) family physicians whose employment does not require them to hold an active medical license. AAFP staff will provide chapters with verification of licensure for applicants that fall under this bylaws provision when forwarding applications for approval.
 
2. Inactive membership eligibility requirements – Chapter IV, Membership, Section 2 Classification, B. Inactive members (page 5) of the bylaws previously stated that “members who are totally retired from the practice of medicine with less than (20) years continued membership” were eligible for inactive membership. The amendment removed the term “from the practice of medicine.” Members who are totally retired would be eligible for inactive membership under this provision. Individuals who are still earning an income are eligible for active membership, which simply requires that they be family medicine residency trained and licensed.
 
3. Defining a member in good standing - Chapter IV, Membership, Section 3 Good Standing (page 8) of the bylaws removed the term “not under disciplinary action” and replaced it with “duly licensed to practice medicine” as one of the caveats for being a member in good standing. This section of the bylaws now reads:
 
SECTION 3. Good Standing. A member in good standing shall be one whose current dues and assessments, if any, have been paid in accordance with the provision of these Bylaws, who is duly licensed to practice medicine, and who has met the applicable CME requirements during the period of the preceding three (3) years as set forth in these Bylaws and the Bylaws of the AAFP.
 
A member who is on probation or has limitations/restrictions on his/her license but is still able to practice medicine according to the Louisiana state licensing board is considered a member in good standing.
 
4. Relocations – Chapter IV, Membership, Section 6 (page 9) of the bylaws were amended so that members who do not transfer their membership within six months of relocating shall, upon verification of eligibility of membership, be automatically relocated to the chapter where they practice or reside. If membership eligibility cannot be verified in the new chapter where the member practices or resides, then the member shall be notified that after 30 days their membership will be canceled. Staff will reach out to these individuals prior to their cancellation to find out the reason why they are not licensed or if there is another circumstance affecting their relocation.
 
The bylaws previously allowed members one year to transfer their membership. Despite repeated requests via email and postal mail, many members never submit a relocation application. This amendment will ensure that the member receives benefits from the appropriate chapter and that the chapter receives dues support from that member for the benefits it is providing.
 
These final proposed revised bylaws are being submitted to the 2014 General Assembly in Destin for consideration and were adopted.

General Assembly

WHAT IS THE LAFP GENERAL ASSEMBLY?
The General Assembly is the legislative and policy-making body of the LAFP and is composed of LAFP members, its General Assembly logoelected representatives and others required by Academy Bylaws. The General Assembly transacts all business of the LAFP not otherwise specified in the Bylaws and elects the general officers, except as otherwise stated in the Bylaws.  Any member in good standing of the LAFP may be a member of the General Assembly.  To meet a quorum, there must be in attendance a number equal to 25 or more of the active members of the LAFP.  The Assembly Handbook with all information for the meeting will be posted on this site which will include reports from the LAFP Officers, LAFP Foundation, AAFP Delegation, Financials, Family Medicine Department and Residency Programs and Committees. It will also have all the resolutions to be discussed during the meeting.
 
WHO MAY SUBMIT A RESOLUTION? Resolutions may be presented by LAFP members, officers, Board of Directors or standing committees.
 
PROCEDURE FOR SUBMISSION If you would like to submit a resolution to the 2025 General Assembly Meeting, refer to the Resolution Guide for guidelines.  The deadline to submit resolutions to the LAFP is no later than June 25, 2025.  If you have any questions, contact the LAFP office at the number below.
